An important objective for the LIFE MIBA FILLER project is the development of regulatory framework for application of MIBA Filler in the Netherlands, which is the home market for consortium partners. In 2020 a technical committee consisting of key stakeholders in the concrete and building industry, including representatives of the consortium partners was formed to develop the CROW-CUR recommendation 128 “MSWI Filler in Unreinforced Earth-Moist Concrete”. One of the ambitions of the concrete industry is 100% high quality reuse of residual concrete waste by 2030. This objective implies that raw materials for concrete must be assessed for their consequences for the circularity of the concrete, and thus also in an application of the next life cycle of the concrete.
CROW-CUR Recommendation 128 includes for the first time the assessment of the consequences of a raw material for concrete in the second life of concrete. In the assessment, concrete is crushed after its first life cycle and used in new concrete products for a 2nd life cycle. Unique in the assessment system is that traditional crushing methods as well as innovative crushing methods are included. The concrete aggregates that have been produced (crushed) after the first life are tested on their civil properties as well as on their environmental properties and then re-used as concrete aggregates in second life concrete products. Based on the test results, the independent committee concluded that the application of MIBA Filler is fully circular.
After finalizing CROW-CUR Recommendation 128, the committee concluded that this should be the new standard for new raw materials for concrete.
A new independent national committee was formed and this committee published CROW-CUR Guideline 2: a generic assessment system that defines for all raw materials for concrete how they should be assessed for their consequences for the circularity of concrete using laboratory research.
